You will be responsible for:
The Monitoring, Evaluation, and Learning (MEL) Officer is responsible for supporting the development of the projects M&E systems, ensuring appropriate data capture, and reviewing the collection of data and quality of reports. S/he will consolidate findings, produce reports, and incorporate M&E priorities into activities:
- Support development of monitoring, evaluation, and learning (MEL) plans in coordination with other team members.
- Develop and test information flow mechanisms, and data collection and analysis tools for profiling, assessment, monitoring, and evaluation purposes, as necessary.
- Support MEL Manager to ensure timely, accurate, and reliable high-quality data collection.
- Work with MEL team members to analyze and report on emerging program impact, trends, lessons learned, and other factors to better inform program development and reporting and create a robust feedback loop.
- Conduct evaluations of grant and non-grant activities.
- Conduct periodic site visits and attend grantee events and activities to collect data for monitoring and evaluation purposes.
- Contribute to the capacity building of partners and grantees on monitoring and evaluation topics.
Our expectations:
- University degree in social sciences, engineering, IT, journalism, or related field required.
- Demonstrated analytical skills.
- Prior experience working in monitoring and evaluation preferred, but not required.
- Willingness to learn usage of modern tools on data analysis and visualization.
- Effective cross-cultural interpersonal skills and demonstrated ability to resolve assigned tasks in a professional manner.
- Ability to work under pressure and orientation on results.
- Attention to detail, versatility, and integrity.
- Strong English skills. Fluency in Russian, Lithuanian, and other regional languages highly desirable.

- Monthly salary range: from 2205 to 4388 Eur Gross (for a full day). Actual rate will depend on your competences and skills relevant for the position.
